A federal housing law enacted last month established an Innovation Fund providing $200 million annually to help local governments speed up permitting. Before CivCheck, a typical single- or two-family residential permit cycled through an average of 3.4 rounds of review; with the tool in place, that figure dropped to 1.4 cycles. Applications submitted through CivCheck averaged 7.7 required corrections, compared with 23.5 for those processed without it. Overall, average permitting time in Honolulu fell from 73 days to 32.5 days.

Denver’s results are more nascent but directionally similar. The Denver City Council voted in March to approve a five-year, $4.6 million contract for an AI Guided Plan Review platform, with council member Flor Alvidrez casting the lone dissenting vote. The city currently accepts roughly 37 percent of applications on the first submission and has set a goal of reaching 80 percent.

Other cities at various stages of implementation include Everett, Washington; Lebanon, New Hampshire; Naples, Florida; and Louisville, Kentucky, which is targeting a 50 percent or greater reduction in avoidable permit resubmissions. Harris County, Texas has committed $750,000 to an AI construction permitting program.

Data Privacy Questions Remain

Not all local officials are embracing AI permitting without reservation.
