Two mineral exploration ventures are advancing in the headwaters of western Montana’s iconic rivers, targeting deposits of copper, rare-earth elements, and other materials deemed critical to national security and domestic manufacturing.
Falcon Copper Corporation is pursuing the Blue Copper project in the Helena-Lewis and Clark National Forest, where geological sampling has identified copper, tungsten, zinc, gallium, and germanium deposits. The company plans exploratory drilling across up to 127 drill pads, with some boreholes reaching as deep as 7,000 feet. Most of the proposed drill sites are positioned along existing roads, though the U.S. Forest Service would authorize construction of up to three miles of new road if the project moves forward.
Meanwhile, U.S. Critical Materials is developing the Sheep Creek rare-earth element project approximately 90 miles southwest of Avon, also situated in river headwaters critical to the region’s ecosystem and recreation economy.
A Century of Mining History
The Little Blackfoot Drainage, which overlaps the Blue Copper area, produced roughly 300,000 ounces of gold during the 19th and 20th centuries, underscoring the region’s long history as a mineral frontier. That historical production context frames current industry interest in the area’s geological potential.
Falcon Copper CEO Travis Naugle, a Montana Tech-educated mining executive based in Fort Collins, Colorado, owns mining claims and a cabin near the Blue Copper site. Naugle has pegged the probability of exploratory drilling transitioning to a full-scale mine operation at 1-in-1,000—a characterization that reflects both the speculative nature of early-stage mineral exploration and the company’s assessment of regulatory and market hurdles.
Federal Permitting and Supply-Chain Strategy
Both projects have been included on the “FAST-41” list, a federal expedited permitting process established by Congress in 2015 to accelerate infrastructure and energy projects. The designation reflects the Trump administration’s focus on streamlining approvals for projects aligned with national priorities, including domestic sourcing of critical minerals.
Julie Michelle Klinger, an observer of mineral supply chains, noted that inclusion on the critical minerals list carries strategic weight. “Being on the critical minerals list can help that,” she said, underscoring how federal designation of certain materials as essential to defense, technology, and manufacturing can reshape the permitting and financing landscape for exploration projects.
The emphasis on domestic critical minerals production has intensified as policymakers and industry contend with supply-chain vulnerabilities and dependence on foreign sources for materials essential to battery technology, electronics, and defense systems.
The Exploration Gamble
Mineral exploration in pristine or sensitive terrain remains contentious, particularly in river headwaters that support world-class fisheries and outdoor recreation. The Blue Copper and Sheep Creek projects sit in landscape valued by conservationists and outdoor enthusiasts alike, setting the stage for potential conflict between extraction and preservation priorities.
Phillip Nickerson, commenting on the broader context of mineral discovery in North America, observed that “all of the low-hanging fruit is gone,” a reference to the difficulty of finding economically viable deposits in easily accessible locations. That reality drives exploration into more remote and ecologically sensitive terrain.
The exploratory phase—drilling and sampling to assess deposit size, grade, and extractability—precedes any decision to seek a full mining permit. Falcon Copper’s 1-in-1,000 transition rate suggests that most exploration projects do not advance to production. However, even the exploratory phase itself can generate local controversy and regulatory scrutiny, particularly in environmentally significant areas.
Both projects face an 18-month window into the Trump administration’s second term, a period during which permitting timelines and regulatory priorities may shift. How Montana and federal agencies weigh mineral development against other uses of public and private land in the state’s river headwaters will test the balance between domestic resource security and conservation stewardship.
